THE GUINEAN MINING SECTOR TURNS THE CORNER FROM DARKNESS TO LIGHT - DR DAVID MAKONGO (PhD, LLM, JD, LLB), CHAIRMAN OF BFG CONSULTING AND SERVICES

The Guinean Mining Sector has turned the corner from darkness to light. This was the conclusion drawn by Dr David Makongo, American investor and Chairman of BFG Consulting & Services, in the company’s annual press review of the Guinean mining sector on Friday, August 28, 2020. The event took place at the head office of BFG Consulting & Services located in Kaloum / Conakry Republic of Guinea.

The Guinean professional press union and some officials of the mining administration were present. The event was an avenue for BFG Consulting to review the achievements and challenges in the mining sector and donate COVID-19 health kits.

In his welcome message, the CEO of BFG Consulting, Dr. David Makongo, a senior international negotiator, who has known the mining sector in Guinea for 17 years and who has contributed enormously to its promotion and development, encouraged the Guinean government to continue in its mission and vision for the development of the sector.

Since 2003 that I have been involved in the mining sector in Guinea, having worked with five directors of the Center for the Promotion of Mining Development, CPDM and more than ten ministers of mines and geology, for 17 years, I have had the privilege and the opportunity to witness the change in Guinea and with positive impacts on the population. And I can categorically say, without fear of contradiction or asking for a favor, that Guinea has turned the dark page and is moving towards light.

The vision and the mining mission, the mining reforms, the dynamism and professionalism of the mining officials and the emphasis on the development of local content have made Guinea a vast building site and brought hope. Thank you for coming to BFG and accepting our gift of kits and face masks as a symbolic gesture to fight the COVID-19 pandemic and as a constant reminder for us to always protect ourselves and others around us, he says.

Speaking of these achievements of the Guinean mining sector, the Managing Director of BFG Consulting, Mr Sereko Camara cited the adoption of an Incentive Mining Code in 2011 and its amendment in 2013 which incorporates important innovations inspired by international best practices. He also spoke of the adoption in 2014 of a policy of pooling auxiliary infrastructure for mines, to serve as an optimal framework for the development and operation of these infrastructures.

The creation in 2016 of a One Stop Shop (CISPMI) to facilitate and speed up the administrative procedures for obtaining permits and authorizations for integrated mining projects are among the achievements. Modernization of the mining cadaster; one of the most modern systems in the world, accessible online since March 2017, which has reduced the processing time for research permit applications from 3 months to 2 weeks on average, which to the Managing Director, Mr. Sereko has been a remarkable catalyst.

He added that this new dynamic, which promotes local content, has created for Guineans more than 17,000 direct jobs and more than 50,000 indirect jobs from 2011 to the end of 2018. The creation of BFG Consulting is an example. BFG has provided 30 direct and 150 indirect jobs thus contributing to the national income.

The Managing Director also recalled that despite the achievements, there is still much to do, citing for example the processing of mineral products in Guinea which will create more jobs and contribute to the development of the national economy. He recalled that BFG Consulting has contributed enormously through one of its clients, Ashapura in the creation of world-class mining laboratory in Guinea.

It was after this brilliant presentation, in the name of its CEO and of the research firm BFG Consulting & Services that the Managing Director offered to the journalists, reporting vests, face masks and chloroquine. Face masks were also given to executives from the Ministry of Mines who were present at the event. While accepting the donations from BFG consulting, the journalists' representative thanked the BFG consulting firm for its contribution to public information and the development of the mining sector.

Journalists Trade Union Reacts: ‘For what you have done for journalists and reporters we say a big thank you. There are other sectors but for choosing the media we know that you have assessed everything we do in the field. We thank Dr. David Makongo, the CEO and to BFG Consulting, and I hope that other companies follow suit. With those jackets the union will have less problems. The jackets and face masks will make our work easier. It’s not about the money, but the deed, the consideration. The first of its kind. We know today that BFG is a great friend of the press and we will continue this collaboration. The information that BFG presented on the achievements of the mining sector are important. Not all journalists have this information. We say thank you. We will have the opportunity to give these vests to the beneficiaries. We have only a few member of the bureau of our trade union here, the President of the Professional Press Union, Mr Sidi Diallo declared'.

Mining Executives Recognize BFG’s Work: ‘Thank you to the Managing Director of BFG, Mr Camara for this information to publish. He touched the key areas. We very much appreciate this gesture of solidarity with the Ministry of Mines and also the press. It should be added that among the innovations, there is the Bulletin of Mining Statistics which has emerged, said Keita Ousmane who represented the Director General of Strategy and Development Office at the Ministry of Mines, Mr Aboubacar Kourouma. Meanwhile Timothe MANE from the Directorate of Mines encouraged BFG for its role in encouraging investment in Guinea and especially in the mining sector. Mr GNAMBALAMOU Raphaël from the mining cadastre who represented the Director General of CPDM, Mr Mohamed Lamine Savane, gave hugs to BFG. ‘By sharing information with the press, as a mining promotion and development center we play a promotional role. We are the gateway as the one stop shop guys refer to us. It's good to talk about achievements and reforms to better attract partners. I think BFG Consulting is working a lot to help us also play this promotional role. With respect to the measures, some companies are showing resilience and it is good to continue in this direction', he said.
